How do you control dust when needle scaling lead paint on steel?
What on-tool extraction buys you against the 0.03 mg/m³ limit now in force in Denmark, why the collector has to be H class, and what stays in the plan regardless.
Fit a vacuum shroud to the scaler and run it into an H-class dust collector. In a US EPA study on bridge steel, a shrouded needle gun cut airborne respirable dust and lead particulate by up to 99%. That is the most effective control for hand scaling, and still not enough on its own: 99% off NIOSH's worst uncontrolled reading leaves about 0.05 mg/m³, above the Danish limit. Respiratory protection and air monitoring stay in the plan.
What changed in 2026
Directive (EU) 2024/869 tightened the limits for lead and its inorganic compounds, and Denmark has transposed it. Denmark's old air limit was already stricter than the EU's, so this is a change from 0.05 to 0.03, not the five-fold cut some EU-wide summaries describe.

It lands at the same time as the directive's new non-threshold reprotoxic notation for lead. That notation has its own consequence for equipment: it puts lead paint dust in the top dust class on its own, whatever the number.
For anyone stripping pre-1990s marine coatings, the practical effect is the same. Hand scaling with no extraction is now hard to justify in a Danish risk assessment wherever a shrouded tool would work.
Capture at source, in the same pass as the removal
Five methods compete for leaded coatings on steel. Only on-tool extraction fits spot repair, welds, frames, rivet heads and pipework, the geometry hand scaling exists for.

A Trelawny TVS station has three parts
A needle or chisel scaler
Pneumatic, 19 or 28 needles. Scalers already aboard can usually be shrouded.
A shroud and cuff
Clamped over the needle bundle, with a 38 mm vacuum take-off and an interchangeable cuff for flat, edge or corner work.
A dust collector
On 38 mm hose, in the dust class the material requires. For lead, that is H class.

The shrouds can be ordered through ShipServ against their IMPA codes. Trelawny's published IMPA list does not include the KV30 or KAV30 collectors, so a complete station is usually quoted as shroud by code, collector by part number.
Why the dust class decides the purchase, not the brand
Industrial vacuums are classified under EN 60335-2-69 by the hazard of the dust they are certified to handle. Lead paint dust is H-class material on two separate grounds: its 0.03 mg/m³ limit is well below 0.1, and its reprotoxic notation qualifies it regardless.

An M-class machine is not adequate for lead paint, and cannot be made adequate. The class applies to the complete machine: filter, seals, housing and dust-disposal system. Fitting a better filter to an M-class unit does not produce an H-class unit.
In practice: specify a Type H variant, KAV30 Dry Type H (303.10KAV30/DH) or KV30 Dry Type H (303.22KV30/2DH), not the standard Dry machines. Trelawny states each K Series machine ships with a filtration test certificate, certified above 99.995% at 0.6 microns. That certificate is what a safety auditor will ask to see.
The 99.995% figure is Trelawny's own filtration test. EN 60335-2-69 dust class H and EN 1822 filter class H13/H14 are different tests with different aerosols, and are not interchangeable.
Which collector for your job?
Two questions settle most of it.
A Type H electric collector
KV30 Dry Type H (303.22KV30/2DH) moves 295 m³/h, nearly three times the ATEX machine. It is Trelawny's range; we confirm availability and lead time on the quote. The A22 and A45 are Class M and do not cover leaded dust.

Electric or pneumatic: the ATEX machine moves 37% of the air
Both K Series collectors are 30 litres, pull 2,500 mm H₂O and take the same 38 mm hose and consumables. The difference is what drives them, and it is larger than it looks.

- Per pneumatic station
- ~39 cfm17.9 l/s of free air: a VL203 at 4 cfm plus the KAV30 at 35.
- Share of that air
- ~90%goes to the collector, not the scaler. On limited service air, the collector sets how many operators you can run.
- Type H adds
- 220 mmof height, plus 6.3 kg on the KAV30 and 10 kg on the KV30. Both still fit a manhole.
- ATEX kit
- KAV30Conductive accessories, stainless canister, conductive braked castors. Pair with beryllium-copper needles.
If the compartment does not need ATEX, the electric machine gives nearly three times the airflow for the same capacity. Where it does: the ATEX range and hot work permits in Zone 1.
On the VL303, noise bites before vibration does
Trelawny publishes declared emissions for each TVS scaler. The 28-needle VL303 is the loudest by 17 dB, roughly fifty times the sound energy, and at the worse grip it is not the lowest-vibration tool either.

- Vibration, Directive 2002/44/EC: the VL203 reaches the 2.5 m/s² action value after about 4 h 42 min of trigger time, the VL303 after about 3 h 39 min.
- Noise, Directive 2003/10/EC: from its declared figure, the VL303 reaches the 85 dB(A) upper action value after about 47 minutes of trigger time. The VL203 does not reach even the 80 dB(A) lower action value in a full shift.
- So on the 19-needle tools vibration sets the pace; on the VL303, hearing protection and rotation do. Real exposure depends on trigger time, coating, substrate and the tools around it. Treat these as a guide to which constraint arrives first, then measure.
The honest limits of on-tool extraction
Four things decide whether a compliant system keeps performing in service.
It is a control, not a guarantee
NIOSH measured uncontrolled needle-gun exposures of 87 to 5,000 µg/m³. The EPA's best-case 99% off the top of that range is 50 µg/m³, still above 0.03 mg/m³. US bridge-steel studies from 1998, and "up to" is a best case: indicative, not predictive. RPE, monitoring and a risk assessment stay.
The shroud has to stay flat
Lift it and the capture path opens. That is why cuffs come in flat, edge and corner shapes as separate part numbers. Buying one shape is the commonest way to get poor capture on a curved frame or a rivet line. Overhead work is where it degrades most.
Needles pit light metal
Shrouded or not, needle scalers are not the tool for thin plate or aluminium superstructure.
The system is LEV, and LEV has an owner
Filters block, hoses split, airflow drops quietly. Inspecting, maintaining and testing it is the operating employer's duty. In the UK that means a thorough examination and test at least every 14 months. Budget for it at purchase.
Dust control and lead paint: common questions
What dust class vacuum do I need for lead paint?
H class. Under EN 60335-2-69, H class covers substances with an exposure limit below 0.1 mg/m³ plus all CMR substances. The limit for lead and its inorganic compounds is 0.03 mg/m³, and Directive (EU) 2024/869 gives lead a non-threshold reprotoxic notation, so it qualifies on both counts. M class is not adequate, and an M-class machine cannot be upgraded to H class by fitting a better filter - the rating applies to the whole machine including seals and the disposal system.
Can I fit a dust shroud to needle scalers I already own?
Yes. Trelawny TVS shrouds retrofit to its needle scaler range. Shroud 418.2003 fits VL203 and VL223 scalers, 418.3003 fits the VL303, 418.2200 fits 2B and 2BPG models, and 418.3040 fits the 3BPG. You will also need cuffs in the shapes your surfaces call for, 38 mm hose, and a collector in the right dust class.
How much does dust extraction reduce lead exposure when needle scaling?
A US EPA study of lead paint removal on highway bridges found a vacuum-shrouded needle gun reduced airborne respirable dust and lead-containing particulates by up to 99% and hazardous waste generated by up to 97.5%. That is a best case. NIOSH measured uncontrolled exposures from needle gun use between 87 and 5,000 µg/m³, so on the heaviest coatings even a 99% reduction can leave you near or above the 0.03 mg/m³ limit. Extraction is the primary control; RPE and air monitoring remain necessary.
Do I need an ATEX vacuum for tank and bunker work?
If the space is classified Gas Zone 1 or Dust Zone 21, yes. The Trelawny KAV30 is ATEX Category 2 approved, classified EX II GD C II C T50°C (T6), and is issued with an earth-path continuity certificate. In unclassified spaces an electric collector is the better choice - the KV30 moves 295 m³/h against the KAV30's 110 m³/h.
How much compressed air does a pneumatic dust extraction setup need?
About 39 cfm of free air per operator station. The KAV30 collector consumes 16 l/s (35 cfm) and a VL203 shrouded scaler consumes 1.89 l/s (4 cfm), so the vacuum accounts for roughly 90% of the demand. On vessels with limited service air, the collector, not the tool, limits how many operators can work at once.
Does a dust extraction system count as LEV?
Yes. A shrouded tool connected to a dust collector, relied on to control exposure, is local exhaust ventilation. Responsibility for keeping it effective - inspection, maintenance and testing - sits with the employer operating it. In the UK that means a thorough examination and test at least every 14 months. Elsewhere the duty follows from the general chemical-agents rules even where no fixed interval is specified.
Can I use a needle scaler on aluminium superstructure?
It is not advisable. Needle scalers pit light metal surfaces. Fitting a shroud does not change this - choose a different removal method for thin plate and aluminium.
