The biocide question is a balance-sheet issue

Copper- and zinc-based antifoulings are under active regulatory review in multiple jurisdictions. On a 10-year hull-maintenance horizon, a change in port-state rules is not a remote risk — it is a planning assumption.

CII compliance, built into the coating. The IMO Carbon Intensity Indicator rates every vessel A–E each year; a ship rated D for three consecutive years, or E in any year, must file a corrective-action plan. A single band is the difference between unrestricted trading and port-state intervention. SEA-SPEED has delivered CII improvements of up to ~17% in year one — through lower hull friction alone, with no retrofit, speed reduction or operational change — improving your EEXI reference speed and annual CII at the same time.

European Union

Biocidal Products Regulation under revision

The EU BPR is in active evaluation — a public Call for Evidence ran into early 2026, with a revised legislative proposal due in 2027. Zinc pyrithione is under review and copper pyrithione (used in roughly half of antifouling products) is next in line; Denmark already restricts biocidal antifouling. The direction of travel is clearly towards tighter controls.

United States · EPA

Vessel Incidental Discharge Act

Under the EPA's VIDA national standards (finalised 2024), discharging copper-based coating residue — or in-water cleaning without capturing it — is prohibited in copper-impaired waters within the first 365 days after application. The EPA has previously acted to restrict TBT, and West Coast states already apply stricter local requirements.

Pacific Port States

Clean-hull biosecurity rules

New Zealand requires a clean hull on arrival and restricts in-water cleaning to approved providers; Australia mandates proactive biofouling management reporting. Non-compliance risks costly delay or denial of entry. A biocide-free, groomable foul-release hull is the easiest way to stay continuously clean and compliant on these routes.
